The rapid expansion of Digital Twin (DT) technologies across telecommunications, geospatial systems, environmental monitoring, and smart infrastructure has created an urgent need for a workforce trained in integrated skills spanning data fusion, AI/ML, uncertainty quantification, cyberinfrastructure, and domain expertise. In response, this proposal outlines a systematic, vertically integrated DT workforce development model that builds a continuous training pipeline from high school through community college, undergraduate research, graduate specialization, doctoral leadership, and postdoctoral innovation. Unlike isolated training initiatives, this framework embeds students at every level within active center membership projects and formalizes industry and agency co-op engagement to ensure experiential, application-driven learning aligned with operational needs. By engaging all faculty contributors, developing research-derived curriculum modules, and establishing measurable progression and placement pathways, the program transforms proven prior successes into a scalable Digital Twin workforce system designed to close critical technical talent gaps and position the center as a national leader in DT workforce development.
